Attached is an excerpt from a draft National Register nomination on La Bajada by David Kammer (2002.)  It is one of the best histories of the road I've seen.

    In the June 2012 issue (current issue) of New Mexico Magazine,
    there is a comment in the"Our Collective Memoir" section
    about La Bajada, describing how they drove their Model T car
    backward up La Bajada so the fuel pump would work.
    VERY INTRESTING.

    I fully remember the road that was built in 1936 on our trips to Alburquerque which took at least 2 hours.
